MEXICO CITY, May 25 (Reuters) - Mexican President Felipe Calderon said on Sunday he would eliminate import tariffs on corn, rice, wheat, sorghum and other products to prevent shortages amid pressure in global food markets.
Calderon also announced a tariff-free import quota for beans and said he would seek agreements with the food industry to avoid sharp price rises in basic products.
Tariffs and quotas in farm trade between Mexico, the United States and Canada were eliminated at the start of 2008 under the North American Free Trade Agreement, or NAFTA, but the new measures would cheapen farm imports from elsewhere.
"We want to be able to bring these basic products to Mexico from any part of the world at the best price for Mexican consumers," Calderon said after announcing the measures. "For my government, food security is an issue for the state."
He did not say when the tariffs would be lifted nor whether the measures would be temporary or permanent.
Mexico, like many countries, has felt steep price rises in basic foods in recent months due to rising demand from fast-developing nations like China and India, soaring oil prices and the diversion of grain to make biofuels.
A jump in tortilla prices sparked street protests last year, and price hikes this year in rice, tortillas and chicken have driven Mexican inflation at its fastest clip in more than three years.
Corn, used in tortillas, and rice are staples in Mexico.
Mexico is the world's No. 4 corn producer, but still imports about half of what it consumes. It grows mostly white corn and imports mainly yellow corn from the United States for animal feed.
It has relatively low corn import tariffs with various countries it has trade agreements with, but for other suppliers the tariff stands at 194 percent for corn, up to 125 percent for beans, 67 percent for wheat and 20 percent for rice.
Mexico imports most of its rice from the United States, but earlier this month the government opened a tariff-free 250,000 tonne rice import quota to open the door to other producers.
Calderon, who has pledged to both protect poor families from higher food costs and support the country's farmers, also announced measures to facilitate more fertilizer imports. ACAPULCO, Mexico, May 24 (Reuters) - A shark killed a 21-year-old surfer off a Mexican Pacific coast beach, police said on Saturday, the second fatal shark attack in the area in less than a month.
Mexican Osvaldo Mata, a student at a nearby university, was surfing with friends near the resort town of Zihuatanejo on Friday when a shark grabbed him, bit off one of his hands and took two bites out of his thigh, a police spokeswoman said.
His friends paddled him back to shore, a few yards (meters) away, but he lost consciousness and died before medics arrived.
"Two witnesses, his friends who were swimming with him, told us they saw a 2-meter (6-foot) shark attack him and pull him underwater," a police spokeswoman for the state of Guerrero said.
The attack, at a beach called Pantla around 12 miles (20 km) from Zihuatanejo, happened less than a month after American tourist Adrian Ruiz, 24, died from a shark bite while surfing at Troncones beach, a few miles away.
Zihuatanejo's civil protection director, Jaime Vazquez, said surfers at Pantla beach saw fins in the sea shortly before the attack, which he said broke Mata's femur and left a 12-inch (30-cm) wound in his thigh, causing him to bleed to death.
Pantla and Troncones beaches are around 150 miles (240 km) from Acapulco, Mexico's best-known Pacific resort and a magnet for some 6 million Mexican and foreign tourists each year.
The attacks have alarmed residents of coastal resorts in Mexico, where fatal shark attacks are rare. The last shark death in Mexico was in the Caribbean in 1997, according to the Florida Museum of Natural History's International Shark Attack File.
No one had been killed by a shark on Mexico's Pacific coast in over 30 years, according to the museum's records.
