The US XRP ETF complex enters Federal Reserve week with seven funds, roughly 1.1 billion XRP in custody and a reported $2 billion in combined assets as of September 13. At Monday's price of $1.39, that token count is worth approximately $1.53 billion of spot exposure, with the balance of the reported figure sitting in index and leveraged products that carry XRP as a component rather than as the whole portfolio.

The launch record was exceptional. US spot XRP ETFs did not record a single net outflow day in their first month. Cumulative inflows crossed $1 billion by December 16, 2025 — the fastest any digital asset reached that milestone since Ethereum's ETF launch — running at roughly $50 million a day in fresh capital and hitting nearly $1 billion inside four weeks. By early March 2026 cumulative inflows exceeded $1.50 billion across five spot funds holding more than 769 million tokens.

The current rate bears no resemblance to that. Spot XRP ETFs added approximately $19 million over the most recent week, including a $5.14 million inflow day on September 10. Two weeks earlier the complex had posted its best week of 2026 at $110.49 million across ten consecutive green sessions.

That deceleration — from $110.49 million to $19 million in a fortnight — is the central fact of this analysis, and it happened while the underlying token went nowhere. XRP trades at $1.39, pinned to its daily Bollinger midline with the upper band at $1.46 and the lower at $1.32, above its 20-day exponential average at $1.36, its 50-day at $1.28 and its 200-day at $1.33.

The comparison across the digital asset ETF complex this month sharpens it. In the week ended September 11, spot Bitcoin ETFs shed $463 million while spot Ethereum ETFs took in $197 million. XRP's funds captured $19 million. Solana's took $6.18 million after a 96% weekly collapse.

Capital rotated within crypto. It went to Ethereum. The wrapper that launched faster than any product since 2024 is now taking a rounding error.

Tuesday at 2:15 p.m. Eastern is when that changes or does not.

The Complex: Six Spot Funds, One Index Fund, And A Futures Vehicle That Holds No XRP

The product landscape requires precision because the tickers are routinely conflated, and the distinction between them is not cosmetic.

Six US spot XRP ETFs hold XRP directly: Canary Capital's XRPC, Bitwise's XRP, Franklin Templeton's XRPZ, Grayscale's GXRP, 21Shares' TOXR and REX-Osprey's XRPR. The Bitwise 10 Crypto Index Fund, BITW, holds XRP as part of a diversified basket, bringing the count to seven US funds with XRP exposure.

The launch sequence matters for understanding the flow data. REX-Osprey's XRPR went live on September 18, 2025, offering the earliest spot exposure through a structure that predates the direct-holding conversions. Canary Capital's XRPC debuted on Nasdaq on November 13, 2025 and became the most successful ETF launch of 2025 by first-day trading volume across any asset class — not just crypto. Bitwise's fund followed on November 20. Grayscale's GXRP listed on NYSE Arca on November 24. Franklin Templeton's XRPZ and 21Shares' TOXR followed in short order.

Fees span a wide range and that range is now the primary competitive battleground. Franklin Templeton's XRPZ charges 0.19% annually — $1.90 per year per $1,000 invested. 21Shares' TOXR is second at 0.30%, followed by Bitwise at 0.34% and Grayscale's GXRP at 0.35%. Canary's XRPC charges 0.50%. REX-Osprey's XRPR is the most expensive spot vehicle at 0.75%.

A 56 basis point spread between the cheapest and most expensive fund holding an identical asset is enormous, and it is the mechanism through which assets migrate over time regardless of flow headlines.

Separately, Volatility Shares' XRPI is a futures-based product and belongs in its own category. Launched May 22, 2025, it is an actively managed fund offering price participation in XRP through near-term futures and XRP-linked instruments. It does not directly invest in XRP. The issuer's own risk language is blunt: the value of an investment could decline significantly and without warning, including to zero, and an investor may lose the full value within a single day.

That distinction matters for anyone reading flow tables. XRPI creations and redemptions do not correspond to XRP being bought or sold in spot markets.

Bitwise More Than Doubled Its Holdings While Sitting 38% Underwater On Cost

The most informative data in this entire topic sits in the quarterly filings rather than in daily flow trackers, and the Bitwise disclosure is remarkable.

As of June 30, 2026, the Bitwise XRP trust held a net closing balance of 286,838,445.9126 XRP with a total market value of $298,653,321, based on a reference price of $1.04. The full filing is available through SEC EDGAR.

Trace the first half of 2026. The trust began the year on December 31, 2025 holding 131,223,200.0749 XRP with a fair value of $239.758 million. Across the six months it purchased 129,072,021.7552 XRP for $191.130 million and took in-kind creations of 52,458,166.3494 XRP worth $78.724 million. Against that it sold 22,925,086.3295 XRP for redemptions at $30.179 million, processed in-kind redemptions of 2,685,060 XRP worth $3.648 million, and transferred 304,794 XRP worth $436,000 for the sponsor fee.

Net result: holdings more than doubled from 131.2 million tokens to 286.8 million while the dollar value rose only from $239.8 million to $298.7 million.

That gap is the story. The fund accumulated 155.6 million additional tokens and its assets grew by $58.9 million, because XRP fell throughout the period.

The cost basis makes it explicit. The trust's investment carried a cost of $480.060 million against a June 30 fair value of $298.653 million — an unrealized loss of roughly $181 million, or 38% of cost. Shareholders who created into this fund through the first half of 2026 are, in aggregate, deeply underwater.

That is the correct way to read ETF flows in a declining asset. The wrapper did its job: it accumulated tokens continuously and removed them from circulation. The shareholders who funded that accumulation absorbed the price decline. Flows and returns are entirely separate questions, and headlines conflating them mislead consistently.

At Monday's $1.39, that same 286.8 million token position would be worth roughly $399 million against a $480 million cost — still underwater, but by 17% rather than 38%.

Grayscale Liquidated 62% Of Its XRP In A Single Quarter

The other side of the flow ledger is the Grayscale pattern, and it is the same structural dynamic that has defined the Bitcoin complex since 2024.

The Grayscale XRP trust held 45,774,148.347279 XRP at March 31, 2026, with a cost of $93.174 million and a fair value of $61.516 million representing 100% of net assets. Three months earlier, at December 31, 2025, it held 122,230,386.260970 XRP with a cost of $253.881 million and a fair value of $223.364 million. The filing is available through SEC EDGAR.

Holdings fell 62.5% in a single quarter — from 122.2 million tokens to 45.8 million. Net assets fell from $223.4 million to $61.5 million.

That is not a market judgment on XRP. It is the mechanical unwind of a pre-existing trust structure. Grayscale's products converted from closed-end vehicles in which holders had been locked up, often at a discount, for extended periods. Conversion allowed them to exit at net asset value, and they did.

The same fund was also underwater. A $93.174 million cost against a $61.516 million fair value at March 31 represents a 34% unrealized loss, which gave remaining holders an additional incentive to harvest the loss and redeploy elsewhere — potentially into a competing fund charging 0.19% rather than 0.35%.

The two filings together give the cleanest available picture of what has actually happened inside this complex. Bitwise accumulated 155.6 million tokens in six months. Grayscale liquidated 76.5 million in three. The headline complex-level flow number netted those two opposing movements into a single figure, and that figure told you almost nothing about either.

This is the same dynamic playing out in Bitcoin, where Grayscale's GBTC has bled $22.23 billion cumulatively while BlackRock's IBIT has taken in roughly $64 billion. The conversion unwind creates a persistent drag on aggregate numbers that has nothing to do with demand for the underlying asset.

Tuesday's Cloture Vote Determines Whether The Allocator Channel Opens

The single largest variable for this wrapper is not price and not flows. It is statutory classification, and it gets decided this week.

Senators Cynthia Lummis, Tim Scott and John Boozman published finalized substitute text for H.R. 3633 on Sunday night, incorporating 126 modifications requested by Democratic lawmakers in an attempt to build a bipartisan coalition. The Senate cloture vote on the motion to proceed is scheduled for Tuesday, September 15 at 2:15 p.m. Eastern Time. Cloture requires 60 votes. Bill text and status are tracked on Congress.gov.

The legislation would classify XRP as a digital commodity under CFTC oversight. For an ETF complex, that is the difference between a product that exists and a product that institutions are permitted to size meaningfully.

The mechanism is compliance rather than sentiment. A registered investment advisor, a pension consultant or an insurance general account can hold a spot XRP ETF today. What they cannot easily do is justify a material allocation to an asset whose regulatory classification rests on a partial court outcome rather than statute. Legislation removes that objection and changes the size of the position rather than the existence of it.

There is already evidence the plumbing is ahead of the policy. On September 9, a Charles Schwab money market fund reported holding XRP ETF shares as collateral. A regulated money market vehicle treating spot XRP exposure as eligible collateral is a genuinely different category of adoption from a hedge fund taking a directional position, and it is exactly the kind of use case that scales with legal certainty.

The asymmetry into Tuesday is unfavorable. Clearing cloture opens floor debate — not passage, and passage is not implementation. The market would treat it as constructive and XRP would test $1.46, but no allocator changes a mandate on a procedural vote. Failing cloture removes the single largest catalyst XRP bulls have priced since early 2026 and leaves classification unresolved through the November 2 midterms, after which the legislative calendar closes for the year.

The vote lands 24 hours before the Federal Reserve's first rate hike since 2023.

Wednesday's Fed Decision Is The Second Half Of The Week's Binary

The macro overlay governs whether any positive regulatory outcome converts into flow.

The Federal Open Market Committee meets Tuesday and Wednesday, with the statement, updated projections and Chair Kevin Warsh's press conference scheduled for September 16. CME FedWatch prices a 25-basis-point increase between 86% and 90%, up from roughly 59.4% a week ago. The target range has sat at 3.50% to 3.75% since December. Materials are published by the Federal Reserve.

August CPI produced the repricing: headline up 0.4% on the month with the annual rate at 3.4%, core up 0.3% against a 0.2% forecast. The release comes from the Bureau of Labor Statistics. The US 10-year Treasury yield breached 5% on Monday for the first time since October 2023, and market pricing now carries four Federal Reserve increases by July 2027.

For a zero-yield digital asset held in an ETF wrapper that charges between 0.19% and 0.75%, a 5% risk-free rate is a direct competitive problem. The allocator holding XRP exposure is forgoing a guaranteed nominal return to hold an asset down 27% to 29% year-to-date at points during 2026 and currently trading 13% below where it opened the year in the broader crypto drawdown.

The flow evidence supports that reading. The week in which XRP ETF inflows collapsed from $110.49 million to a fraction of that pace coincided with Federal Reserve hike odds jumping from roughly 59.4% to near 90%. Nothing XRP-specific occurred in that window.

Bitcoin dominance at 58.9% with total crypto market capitalization falling 2% over 24 hours confirms the direction of travel. When rate expectations tighten, capital consolidates into the largest, most liquid digital asset and abandons the tail — and XRP, at roughly 3% of total crypto market capitalization, sits in the tail.

A hawkish Wednesday with a 2026 median dot near 4.125% keeps that consolidation running. A hike framed as an isolated adjustment relieves it.

The Supply Problem The ETF Cannot Solve

The structural constraint on this wrapper is arithmetic and it does not appear in any flow tracker.

Ripple holds most non-circulating XRP inside escrow contracts. On the first of every month, 1 billion XRP unlocks. The company has historically re-escrowed the bulk of it — typically 600 to 800 million — leaving 200 to 400 million tokens entering circulation each month.

At $1.39, 300 million tokens represents roughly $417 million of monthly supply. The ETF complex took in $19 million last week.

Set that against the complex's total holdings of 1.1 billion XRP. The entire wrapper, built over ten months from a standing start, holds roughly three to five months of net escrow releases. Circulating supply stands at 62,879,209,849 tokens, meaning the ETFs control approximately 1.75% of the float.

Compare that to the equivalent figures elsewhere. US spot Bitcoin ETFs hold 1,245,445 BTC — about 6.3% of circulating supply — against a supply schedule that halves rather than releases. Ethereum has roughly 39.7 million ETH staked with a months-long validator entry queue actively removing float.

XRP's wrapper is absorbing a fraction of the float against a supply schedule that expands it by roughly 0.5% per month.

That is the mechanical reason the ETF launch, despite being the fastest since Ethereum's, has not translated into price. A product taking $19 million a week cannot absorb $417 million a month of new supply, and it did not absorb it even during the $110.49 million record week.

The mitigating factor is that Ripple has consistently re-escrowed the majority and has strong incentives not to depress its own primary asset. Any official statement on escrow policy would be material to this analysis. None has come.

The second mitigating factor is that escrow releases do not necessarily reach exchanges. Tokens funding operations, partnerships and market-making may never hit the order book. But they expand the float regardless, and float expansion is a valuation input whether or not it becomes selling pressure.

Fee Compression Is Already Reshaping The Complex

The 56 basis point spread between the cheapest and most expensive spot XRP fund is the quiet force that will determine which of these products survives at scale.

Franklin Templeton's XRPZ at 0.19% is priced aggressively enough to be a loss leader — a rate that barely covers custody, administration and audit on a fund of this size. 21Shares' TOXR at 0.30%, Bitwise at 0.34% and Grayscale's GXRP at 0.35% cluster in a competitive band. Canary's XRPC at 0.50% and REX-Osprey's XRPR at 0.75% sit above the market.

On a $100,000 position, the annual difference between the cheapest and most expensive fund is $560 for identical exposure to identical tokens. Over five years, compounding, that gap is meaningful even before any performance difference.

The Bitcoin precedent tells you how this resolves. Grayscale's GBTC carried a materially higher expense ratio through its conversion and has since bled $22.23 billion cumulatively, while BlackRock's low-cost vehicle accumulated roughly $64 billion. Fee-driven migration is invisible in aggregate flow data because the redemption and creation legs land in different funds and often on different days, but it is relentless.

The Grayscale XRP filing already shows that pattern operating. A 62.5% reduction in holdings in one quarter, against a 34% unrealized loss, is a shareholder base with both a tax reason and a cost reason to move.

Distribution is the offsetting variable. Canary's XRPC achieved the most successful ETF launch of 2025 by first-day volume across any asset class, which indicates a distribution and marketing advantage that a lower fee alone does not overcome. Franklin Templeton and Grayscale bring institutional wirehouse access that smaller issuers lack.

Liquidity compounds it. A fund with deeper secondary market volume carries tighter spreads, and for an institution trading in size the round-trip spread can exceed a year of expense ratio difference. That favors the funds that won the launch rather than the ones that priced lowest.

Expect consolidation. Seven products tracking one asset in a complex holding $2 billion is more capacity than the flow supports.

The Leveraged Layer: XRPI, XXRP, XRPT And UXRP

A second tier of products has built up around the spot funds, and it changes how the flow data should be read.

Volatility Shares' XRPI holds near-term XRP futures and XRP-linked instruments rather than spot tokens, and is actively managed against XRP's performance. Alongside it sit leveraged vehicles: Teucrium's XXRP 2x Long Daily XRP ETF, the XRPT 2x XRP ETF and ProShares' UXRP Ultra XRP ETF. REX-Osprey's XRPR occupies its own structural category.

On a single strong session in this complex, XXRP traded at $38.26 up 15.35%, XRPT at $40.96 up 16.30%, UXRP at $18.65 up 16.27% and XRPR at $12.06 up 7.79% — daily moves of two to three times the underlying token.

Three implications follow.

First, leveraged and futures products generate trading volume without generating spot demand. A day of heavy volume in XXRP tells you nothing about tokens being removed from circulation.

Second, daily-reset leverage decays in a range-bound market. XRP has traded between roughly $1.32 and $1.46 for weeks. A 2x daily product held through that chop loses value to volatility drag regardless of where the token ends up, which is why these instruments are trading tools rather than holdings.

Third, the existence of a leveraged layer indicates the speculative demand that the spot funds are not capturing has found a different venue. Retail traders wanting directional XRP exposure with leverage are not creating shares in a 0.19% spot ETF.

The risk disclosure on the futures product is unusually direct for a registered fund: the value could decline significantly and without warning, including to zero, and an investor may lose the full value within a single day. That language is there because futures-based crypto exposure carries roll costs, tracking error and contract-specific risks that spot holding does not.

For anyone analyzing the wrapper's structural impact on XRP, only the six direct-holding spot funds and the index fund matter. The rest is a derivatives overlay.

What Has To Happen For Flows To Resume

The bull path requires two conditions and both arrive within 48 hours.

Cloture has to clear 60 votes Tuesday afternoon. That opens floor debate on a framework classifying XRP as a digital commodity under CFTC oversight, which is the specific unlock for institutional allocation sizing. The Schwab money market collateral development from September 9 shows the direction that channel takes once certainty exists.

The Federal Reserve has to hike Wednesday without signalling a cycle. A 2026 median dot that does not confirm the market's four-hike base case would relieve real-yield pressure and allow capital to rotate back out of Bitcoin, where dominance sits at 58.9%.

If both land, weekly inflows should recover toward the $110.49 million record pace, the complex's token count pushes past 1.2 billion, and XRP clears $1.41 and tests the $1.46 upper Bollinger band.

The bear path needs only the first to fail. A failed cloture vote removes the catalyst underpinning every XRP institutional thesis since early 2026, and it does so with a hawkish Federal Reserve arriving the next day. Weekly inflows go negative for the first time in a sustained way, XRP breaks $1.35 and then $1.32, and the $1.10 to $1.38 support region becomes the target.

The thing to watch that nobody is watching is the quarterly filings. The Bitwise and Grayscale disclosures show what aggregate flow numbers hide: one issuer accumulating aggressively into weakness, another liquidating a legacy shareholder base. Third-quarter filings will show whether Grayscale's unwind has exhausted itself — at 45.8 million tokens as of March 31, down from 122.2 million, there is not much left to sell. When that drag ends, the complex's headline flow number improves without any change in underlying demand.

Base case: flows stay in the $10 million to $30 million weekly range through the Federal Reserve decision and take direction afterward. The distribution skews negative because the cloture threshold is high, altcoin capital is draining into Bitcoin, and 200 to 400 million tokens enter circulation on October 1 regardless of outcome.

 

Verdict: The Best-Launched Wrapper In Crypto With The Weakest Feed

The XRP ETF complex is a genuinely impressive piece of financial infrastructure attached to an asset that has not rewarded the people who funded it.

The launch record stands on its own. No net outflow day in the first month. Cumulative inflows past $1 billion by December 16, 2025 — the fastest since Ethereum's ETF launch — at roughly $50 million a day. More than $1.50 billion by early March 2026. The most successful ETF launch of 2025 by first-day trading volume across any asset class. Seven funds, 1.1 billion tokens in custody, fees compressed to 0.19% at the low end, and a regulated money market fund already treating the shares as eligible collateral.

The feed has failed. Weekly inflows collapsed from a $110.49 million record to roughly $19 million in a fortnight. The complex holds 1.75% of circulating supply against an escrow schedule releasing 200 to 400 million tokens monthly. Ethereum's funds took $197 million in the week XRP's took $19 million. And the filings show the cost of the accumulation: Bitwise carrying $480 million of cost against $298.7 million of fair value at June 30, with Grayscale down 62.5% of its token count in a single quarter at a 34% unrealized loss.

None of that is an argument against the wrapper. It is an argument that the wrapper is doing exactly what it was built to do — absorbing tokens continuously and mechanically — while the demand that determines price sits somewhere else entirely.

Verdict: neutral into Tuesday, genuinely binary afterward. The infrastructure is built, the fee war is already underway, the custody is regulated and the collateral use case has started. What is missing is the statutory classification that lets allocators size the position, and that gets a 60-vote test at 2:15 p.m. Eastern on Tuesday, 24 hours before the Federal Reserve's first hike since 2023.

Watch the weekly flow number rather than the daily one, watch whether Grayscale's redemptions have finally exhausted themselves in the third-quarter filings, and treat the leveraged and futures products as separate instruments that tell you nothing about spot demand.
