Foundry Economics: 18A Output 25% Above Target, $2.1 Billion Operating Loss
The foundry business is the center of Intel's valuation debate, and its second-quarter numbers show real operational progress alongside persistent financial losses.
Intel Foundry revenue reached $5.8 billion in the second quarter, up 6% sequentially on higher factory volumes. The main driver was Intel 18A, the company's most advanced production node: output ran 25% above target and rose more than 50% quarter over quarter. Higher yields, faster cycle times and greater factory scale improved wafer costs.
The operating loss narrowed but remains large. Intel Foundry lost $2.1 billion in the second quarter, $348 million better than the first quarter. At that pace, the segment is losing $8.4 billion a year. Most of Intel Foundry's revenue comes from Intel's own product groups rather than outside customers. External foundry revenue totaled just $293 million in the quarter, or 5.1% of segment revenue. Closing that gap is the entire foundry thesis.
The roadmap is moving on schedule. Intel 18A-P, an enhanced version of 18A with better performance, power and thermal characteristics, entered risk production on the timeline Intel promised customers. Intel Foundry began high-volume manufacturing for a subset of Core Ultra Series 3 processors, code-named Panther Lake, using ASML's High-NA EUV lithography. Intel launched Xeon 6+, its first server-class product built on 18A.
The next node carries the largest stakes. Intel 14A is designed to deliver a 15% to 20% performance gain over 18A, a 30% increase in density and a 25% to 35% reduction in power consumption. The 14A process design kit 0.5 is complete, and version 0.9 is on track for October. Risk production is planned for the second half of 2027, and Intel decided in the second quarter to fully commit to a high-volume ramp in 2028. Management has previously said 14A could be paused if customer demand fails to materialize, which makes every external customer commitment a direct input into the node's survival.
Capacity investments continue. Intel announced a €5 billion investment to expand manufacturing capacity for Xeon 6 and next-generation Xeon processors built on Intel 3. It expanded its Bowers campus and mask operations capability. Intel also repurchased the 49% minority stake in its Fab 34 facility in Ireland.
The SK Hynix talks fit into this picture as a utilization play rather than a process technology play. Memory manufacturing uses different equipment and processes than logic. A lease or joint venture would fill space, not validate 18A or 14A. The value lies in turning idle capital into productive assets, which directly addresses the $8.4 billion annualized operating loss.
The Customer Pipeline: Tesla on 14A, Apple on 18A-P, Nvidia and Fortinet
Intel's foundry credibility rests on landing external customers, and 2026 has produced more commitments than any year in the company's foundry history.
The most significant commitment came on April 22, when Tesla CEO Elon Musk said the company plans to use Intel's 14A process to make chips for its Terafab project, an advanced AI chip complex in Austin, Texas. Musk made the announcement during Tesla's first-quarter 2026 earnings call, and Intel shares rose 3.6% in extended trading. Terafab is a joint venture involving Tesla, SpaceX and xAI, and Intel joined the consortium earlier in April. The project aims to produce 100 billion to 200 billion chips annually, with an ultimate goal of one terawatt of computing power per year, serving autonomous driving, humanoid robots and SpaceX applications. Musk said 14A would likely be mature by the time Terafab scales. Tesla became Intel's first major external customer for 14A.
The second major commitment came on June 18, when President Trump confirmed that Apple will use Intel's 18A-P process to build chips in the U.S. Intel stock climbed 10.5% that day. The Apple arrangement covers lower-end chips only, not flagship silicon, and TSMC retains more than 90% of Apple's supply. The same announcement cited an agreement for Nvidia to build chips with Intel.
Nvidia's relationship with Intel extends beyond manufacturing. Intel completed private share placements to Nvidia for $5 billion and to SoftBank Group for $2 billion. Those investments give both companies financial exposure to Intel's success.
Intel also expanded its custom silicon business. A strategic collaboration with Fortinet will develop the Fortinet Security Processor 6 using Intel's design, packaging and manufacturing capabilities. Intel previously announced an expanded AI collaboration with Google Cloud and a confirmed manufacturing agreement with a major cloud service provider for 18A.
Tech companies including Google, Apple, AMD and Nvidia were expected to evaluate 14A commitments this fall once the PDK 1.0 design kit becomes available. That makes the fourth quarter a critical window for new customer announcements.
The SK Hynix talks would add a different category of customer. Every previous commitment has involved logic chips on Intel's process nodes. A memory partnership would be the first time Intel's physical manufacturing footprint, rather than its process technology, drove a deal. It diversifies the ways Intel can monetize its fabs.
Capital Structure: $20 Billion Capex, Negative $8.4 Billion Free Cash Flow
Intel's foundry ambitions require enormous capital, and the company has funded them through asset sales, strategic investments and government support rather than internal cash flow.
Capital spending is accelerating. Intel raised its 2026 capex guidance to more than $20 billion, significantly above expectations at the start of the year. CFO Dave Zinsner said the company is meaningfully increasing investments in equipment, clean room space and substrates to support expected growth in 2026 and 2027 across products and foundry. That spending pushed second-quarter adjusted free cash flow to negative $8.419 billion despite $7.0 billion in operating cash flow.
Intel has raised capital from several sources to cover the gap. It sold a 51% interest in its programmable chip unit Altera, deconsolidating the business for net consideration of $4.3 billion. It sold an additional $0.9 billion of Mobileye shares. It completed private placements to Nvidia for $5 billion and SoftBank Group for $2 billion.
The U.S. government has become a major shareholder. Intel's agreement with the government removed prior project milestones from its CHIPS Act agreement, accelerated disbursement of $5.7 billion, and provided for equity issuances to the U.S. government. The government holds a stake of roughly 10%. That stake aligns federal interests with Intel's shareholders and explains the administration's push for customers like Apple and SK Hynix to use Intel's facilities.
The government arrangement also creates accounting and dilution effects. The $12.529 billion mark-to-market loss on escrowed shares in the second quarter reflects the rising value of shares tied to the CHIPS Act arrangement. As Intel's stock price rises, those non-cash charges grow, depressing GAAP earnings. The CHIPS Act escrow and federal equity stake remain overhangs for investors concerned about dilution. Intel's reported share count rose to 5,043 million from 4,994 million.
Insider activity has been supportive. Eight Intel directors bought common stock on May 7, 2026, mostly in 12,552-share blocks tied to vesting events.
For the forecast, the capital picture creates a clear tension. An SK Hynix lease or joint venture would bring outside capital into Ohio, reducing the pressure on Intel's own balance sheet. A deal that stalls leaves Intel carrying the full cost of a $100 billion campus with no production until 2030. With free cash flow deeply negative and capex above $20 billion, every external capital commitment directly lowers Intel's financing risk.
Valuation: 62 Times Annualized Earnings, 8.1 Times Sales
At $104.13, Intel's valuation reflects a successful foundry turnaround that has not yet shown up in earnings or cash flow.
On earnings, Intel's second-quarter non-GAAP EPS of $0.42 annualizes to $1.68, producing a price-to-earnings ratio of 62.0 times. Third-quarter guidance of $0.38 annualizes to $1.52, producing a multiple of 68.5 times. Those multiples sit well above established semiconductor peers and far above Intel's own historical range, which rarely exceeded 15 times earnings during its years as the dominant PC and server chip supplier.
On revenue, the third-quarter guidance midpoint of $16.3 billion annualizes to $65.2 billion. At a $525 billion market capitalization, Intel trades at 8.1 times annualized sales. That compares with a revenue growth rate of 25% in the second quarter and a guided sequential growth rate of 1.2% for the third quarter.
On cash flow, conventional valuation metrics do not apply. Adjusted free cash flow of negative $8.419 billion in the second quarter means Intel is consuming cash to build capacity. Investors are valuing the company on what that capacity could earn in 2028 and beyond, when 14A enters high-volume production and external foundry revenue scales.
The foundry loss is the swing factor in that calculation. Intel Foundry lost $2.1 billion in the second quarter. Samsung competes in both foundry and memory. Its foundry business has struggled to win major leading-edge customers, which leaves an opening for Intel as the second-source option. In memory, Samsung competes directly with SK Hynix, which makes any SK Hynix expansion into the U.S. a competitive response to Samsung's own global footprint.
In memory manufacturing, Micron is the only major U.S.-headquartered producer and has been building domestic capacity with CHIPS Act support. An SK Hynix operation in Ohio would bring a second major memory manufacturer onto U.S. soil and could intensify competition for American hyperscaler contracts. For Intel, the competitive question is whether it can become the preferred U.S. manufacturing partner for foreign chipmakers that need domestic capacity quickly.
