XRP traded at $1.39 at 1:22 p.m. ET on Tuesday, down 3.42% over 24 hours on $3.34 billion of trading volume. The token had been the standout among major cryptocurrencies earlier in the day, rising more than 2% to $1.41 during European hours while Bitcoin, Ether and Solana slipped. That lead faded as U.S. trading opened. By early afternoon, Bitcoin was down 3.36% at $76,274.92, Ether had fallen 4.57% to $2,417.08 and Solana had dropped 3.89% to $99.02. XRP is now moving with the rest of the market into the Senate's 2:15 p.m. ET cloture vote on the CLARITY Act.

The price matters because of where it sits. The $1.35 to $1.38 zone is the most important support on XRP's chart. Roughly 3.2 billion XRP changed hands in that range, making it one of the densest cost-basis clusters of the entire 2026 recovery. The 20-day and 200-day exponential moving averages both converge at $1.35 to $1.36, and the 200-day moving average sits near $1.38. At $1.39, XRP is trading one cent above the top of that band.

The market value at $1.39 stands at $87.4 billion across 62.88 billion tokens in circulation. XRP remains 61.9% below its July 17, 2025 all-time high of $3.65 and 49% below where it traded a year ago. It is also 40.7% above the $0.9877 cycle low printed in mid-August, which shows how violent the late-summer recovery has been.

What separates XRP from other altcoins is the flow picture beneath the price. U.S. spot XRP ETFs have recorded nine consecutive weeks of net inflows, pushing cumulative inflows to a record $1.70 billion. The funds took in $18.98 million in the week ended September 11, nearly identical to the $18.96 million the week before. During the week of September 8, XRP funds were the only crypto fund category attracting inflows while Bitcoin, Ether and Solana products bled.

The network has its own catalyst. The XRP Ledger's Batch V1.1 amendment, which lets users bundle up to eight linked transactions into a single operation, has support from 27 of 35 trusted validators. One more vote starts a 14-day activation countdown.

The macro wall is the same one facing every risk asset. The 10-year Treasury yield hit 5.041%, its highest level since 2007. WTI crude traded at $104.43. Fed funds futures price an 86.3% chance of a hike to 3.75% to 4.00% on Wednesday. And odds that the CLARITY Act becomes law in 2026 fell to between 11% and 14%.

The thesis of this forecast is that the $1.35 to $1.38 zone has steady institutional buyers beneath it, and whether it holds through the vote and the Fed decides between a run at $1.60 and a retreat toward $1.26.

From $1.00 to $1.70 to $1.39: How the August Surge Unwound

XRP's current setup is the product of one of the most explosive moves in its recent history, followed by a steady retracement.

The summer started badly. XRP printed swing lows of $1.0935 on June 6 and $1.04 on June 30, then broke below $1 in August. By August 16, it closed at $0.9936, and it printed a cycle low of $0.9877 the following session. The $1 level that had held as support through mid-August turned into overhead resistance, with a rally attempt stalling at $1.0005.

Then the market turned. On August 19, the U.S. Treasury announced it would at least double its buyback program for longer-dated government bonds, knocking down yields and igniting a broad altcoin breakout. Between August 19 and 22, XRP surged 70% from the $1.00 psychological level to a multi-month high of $1.70 in less than 72 hours. Trading volume more than doubled and futures open interest jumped as short positions were forced to cover. XRP closed August with a 28.5% monthly gain, its best August since 2021.

The breakout did not hold. XRP was rejected at $1.70 and slumped to $1.50 by the start of the following week. It posted a closing high of $1.5196 on August 23, then drifted lower through the end of the month. Spot XRP ETFs posted a record $110.49 million of weekly inflows for the week ended August 28, their biggest week since early December 2025, but even that demand could not stop the price from sliding back below $1.40.

September opened with supply. On September 1, Ripple unlocked 1 billion XRP through three scheduled escrow transactions, worth $1.38 billion at the time. XRP broke below the $1.35 support level and traded at $1.35 on September 2. Buyers stepped back in quickly. By September 6, XRP closed at $1.4235, up 4.84% over seven sessions and 39.42% over thirty.

This week's action has been a tug-of-war around $1.40. XRP traded near $1.41 in mid-September after climbing back above several resistance zones from its summer low. On Tuesday morning, it rose more than 2% to $1.41 as the only large-cap gainer during European hours. The afternoon selloff across crypto, driven by fading CLARITY Act odds, a jump in oil and rising Treasury yields, pushed it back to $1.39.

The pattern since August 22 is a series of lower highs, from $1.70 to $1.52 to $1.42, with lows holding in the $1.35 area. That compression is heading into two binary events.

Spot XRP ETFs: Nine Green Weeks and a Record $1.70 Billion of Cumulative Inflows

The ETF flow data is the strongest argument that XRP's $1.35 floor has real buyers.

U.S. spot XRP ETFs launched in mid-November 2025, with Canary Capital's XRPC among the first. Seven funds now trade in the U.S., including Bitwise's XRP fund, Canary's XRPC, Franklin Templeton's XRPZ, Grayscale's GXRP, REX-Osprey's XRPR and 21Shares' TOXR.

The latest week extended the streak. In the week ended September 11, spot XRP ETFs recorded $18.98 million of net inflows. Bitwise's fund led with $9.30 million, lifting its cumulative inflows to $609 million. Franklin Templeton's XRPZ followed with $6.69 million, bringing its lifetime total to $479 million. Canary's XRPC holds $490 million of cumulative inflows. Combined net assets across the group stood at $1.45 billion, equal to 1.70% of XRP's total market capitalization. Cumulative net inflows reached a record $1.70 billion.

The consistency stands out more than the size. The prior week delivered $18.96 million, a difference of just $20,000. September's month-to-date inflows reached $32.29 million. The streak now spans nine consecutive green weeks, including the record $110.49 million week ended August 28 and a preceding week near $40 million.

The divergence with other crypto funds is sharp. During the week of September 7 to 11, spot Bitcoin ETFs lost $463 million, ending a three-week inflow streak. On September 8, XRP ETFs were the only crypto fund category attracting new money. Ether funds have since recovered, with $197 million of inflows that week, but XRP's streak has been uninterrupted through both risk-on and risk-off sessions.

The gap between cumulative inflows of $1.70 billion and net assets of $1.45 billion reflects capital that arrived at different price levels. A large share of early inflows came during December 2025, when XRP traded well above $1.80. Those holders are underwater at $1.39, yet the funds have not seen sustained redemptions. That is a sign of long-term allocation rather than short-term trading.

The flows matter for supply. Every token locked in ETF custody reduces the float available on exchanges. At 1.70% of market capitalization, the effect is modest, but it is growing. At $19 million a week, ETFs absorb roughly 13.7 million XRP per week at current prices, a steady bid that partially offsets Ripple's monthly escrow releases.

The risk is that flows have not moved price in lockstep. XRP has spent long stretches of 2026 consolidating well below January levels even while net creations continued. The ETF bid defends the floor more reliably than it lifts the ceiling.

Batch V1.1: One Validator Vote From a 14-Day Activation Countdown

XRP has a network-level catalyst this week that no other major cryptocurrency shares.

The XRP Ledger's Batch V1.1 amendment had support from 27 of 35 trusted validators in Tuesday's snapshot, 77% of the network's voting power. XRP Ledger protocol changes require 80% backing, which means 28 votes. A single additional validator would trigger a two-week countdown toward activation. That support must remain above the 80% threshold for the full 14 days, and validators can change their votes during that period.

Batch lets users combine up to eight related transactions into one atomic operation. All of them succeed together or none of them do. Two parties swapping tokens, for example, can ensure both transfers complete simultaneously rather than one party sending funds and the other failing to deliver. The same structure applies to customer payments, platform fees and multi-step settlement flows. RippleX, Ripple's developer team, says commercial projects using the feature are already under contract or in development.

The path to this vote was not smooth. The original Batch proposal contained a critical flaw discovered in February that could have allowed signature reuse for unauthorized transactions. That version never reached mainnet, and no funds were at risk. Developers rebuilt the feature with a root-cause fix, four senior reviewers, a public attack contest and two independent security audits. The new version shipped in xrpld 3.3.0 on August 6. RippleX said on Monday that the latest review uncovered 11 additional issues involving signatures, authorization checks and conditions that could crash servers, including one classified as critical. All were fixed before the current voting stage.

The market implications are twofold. First, Batch strengthens XRP Ledger's case as settlement infrastructure for payments and tokenized assets, where atomic execution is a requirement for institutional use. Second, a successful activation after a withdrawn first version would demonstrate that the ledger's governance catches problems before they reach production.

The timing risk cuts both ways. If a 28th validator votes yes this week, activation would land around the end of September, giving XRP a supportive headline into October. If support stalls at 77%, the upgrade remains in limbo. If a validator withdraws support during the countdown, activation resets.

For the forecast, Batch V1.1 is a secondary catalyst. It supports sentiment and the institutional narrative, but on its own it is unlikely to move price more than the CLARITY vote or the Fed. Its value is in reinforcing the case that XRP's utility is expanding while price consolidates.

The CLARITY Act: Why XRP and Altcoins Are the Most Exposed

The Senate's 2:15 p.m. ET cloture vote needs 60 votes to end debate on the motion to proceed. Republicans hold 53 seats, so at least seven Democrats must cross over. The House passed the bill 294 to 134, and the Senate Banking Committee advanced it 15 to 9 in May before it stalled.

The past 24 hours went badly for supporters. Senate Democrats sent Republicans a counteroffer late Monday focused on the ethics provision, after Republicans released a 635-page draft that they said included 126 substantive changes requested by Democrats. On Tuesday, Republicans rejected that counteroffer. Prediction-market odds that the bill becomes law in 2026 fell to between 11% and 14%, down from 30% on Monday. Senator Cynthia Lummis has warned that if the bill fails in this Congress, the next realistic window may not arrive until 2030.

XRP and the broader altcoin complex are the most exposed assets in this vote. Bitcoin's status as a commodity is widely accepted. XRP's regulatory journey has been far more contested. Ripple's four-year legal case with the Securities and Exchange Commission ended in August 2025, removing the biggest barrier that had kept regulated funds away from the token. That resolution enabled the ETF launches in November 2025. But a case settlement is not a statute.

The CLARITY Act would give the Commodity Futures Trading Commission exclusive jurisdiction over spot markets for digital commodities and split oversight with the SEC. For XRP, passage could further clarify its classification as a commodity and provide longer-term legal certainty that does not depend on the outcome of a single court case or the policy of a single administration.

A failed vote does not create a regulatory cliff. SEC Chair Paul Atkins has said the agency will keep advancing crypto rules with or without the bill, and its proposed crypto asset regulation was designed to align with CLARITY. That fallback limits XRP's downside, because the ETFs are already trading and the court case is already closed.

The asymmetry is clear. With odds between 11% and 14%, failure is priced. A narrow miss would likely push XRP through $1.38 briefly before ETF buyers step in. A surprise success would force a rapid repricing across altcoins, and XRP, with its regulatory history, would be among the biggest beneficiaries. For the forecast, a successful cloture vote is the fastest route to $1.52 and $1.60.

The Fed's First Hike Since 2023 and a 5.041% 10-Year Yield

The FOMC opened its two-day meeting on Tuesday, and a quarter-point hike is priced. Fed funds futures show an 86.3% probability of lifting the target range to 3.75% to 4.00% from 3.50% to 3.75%, the first increase since 2023.

The data forced the move. August CPI rose 0.4% month over month and 3.4% year over year, with a key underlying inflation measure rising at its fastest pace in four months. August payrolls rose by 162,000. Chair Kevin Warsh set the stage at Jackson Hole on August 28, arguing that softer summer inflation readings did not prove underlying trends had improved.

The hike itself is not XRP's main risk. The dot plot is. The June projections pointed to a federal funds rate of 3.8% by the end of 2026, implying one hike. Futures now price two quarter-point increases by December. A median dot showing three hikes would lift real yields and the dollar and pressure every speculative asset. A median showing one hike would ease that pressure and give XRP room to retest $1.45.

XRP's own history shows how rates-sensitive it has become. The August 19 to 22 surge from $1.00 to $1.70 began with a Treasury decision to at least double its buyback program from $2 billion to $4 billion per operation, which pulled long-end yields lower. XRP gained 70% in under 72 hours on that shift in rates. The reverse also applies: the slide from $1.70 back toward $1.40 tracked the rise in the 10-year Treasury yield from 4.7% on August 24 to 5.041% on Tuesday.

The dollar is the second channel. The dollar index cleared 99.50 on Tuesday, a nearly two-week high. A firmer dollar historically weighs on crypto priced in dollars and on the cross-border payment corridors where XRP is used as a bridge asset.

Rates also affect ETF flows. Spot XRP ETFs have attracted steady inflows through a period of rising yields, but a hawkish surprise could slow the $19 million weekly pace. A fund complex holding $1.45 billion of assets is sensitive to allocator risk budgets that tighten when Treasury bills pay more.

Treasury Secretary Scott Bessent testified before the House Financial Services Committee on Tuesday. Any signal of expanded buybacks, as on August 19, would be the most powerful near-term catalyst for XRP. Warsh's press conference at 2:30 p.m. ET Wednesday is the most important macro event for XRP's 30-day direction.

$104 Oil and a Risk-Off Tape: Why XRP Lost Its Morning Lead

The oil market delivered the first shock. WTI crude traded at $104.43 at 11:50 a.m. ET, up 3.00%, and Brent reached $107.90. Saudi Arabia informed European refiners that their September cargoes were being canceled because its East-West pipeline, the main bypass around the closed Strait of Hormuz, remains shut after a September 11 drone attack. The outage puts 4 million barrels a day, 4% of global supply, at risk. Yemen's Houthis have captured islands controlling the Bab el-Mandeb Strait, the Red Sea chokepoint that carries 6.2 million barrels a day of oil and products.

Higher oil lifts inflation expectations, which pushes the Fed toward more hikes, which lifts real yields and the dollar. When WTI jumped $2 a barrel in minutes on the Saudi cargo report, the 10-year Treasury yield pushed back above 5% and Bitcoin slid to a session low. XRP followed.

The equity market added pressure. By late morning, the S&P 500 was down 0.46% at 7,584.92, the Nasdaq had fallen 0.70% to 26,002.02 and the Russell 2000 had dropped 0.88%. The VIX rose 3.22% to 17.65. Crypto equities got hit harder than tokens: Coinbase fell 6.59%, Circle dropped 8.28% and Galaxy Digital lost 5.37%.

The AI debate added a third layer. Semiconductor stocks rebounded on Tuesday after Monday's 5.9% plunge in the Philadelphia Semiconductor Index, which followed a weekend essay by Anthropic chief executive Dario Amodei calling for a slower pace of frontier AI development. But the broader risk appetite that drove the late-summer altcoin rally has cooled as markets weigh slower AI spending against rising rates.

XRP's morning strength came from token-specific news: record ETF flows and the Batch V1.1 vote count. Its afternoon weakness came from macro. That split defines the current trading environment. On quiet macro days, XRP's flows and network catalysts can lift it above other majors. On days dominated by oil, yields and legislative headlines, it trades as a high-beta altcoin with the rest of the market.

For the forecast, the key signal is relative performance. XRP's 3.42% decline is nearly identical to Bitcoin's 3.36% drop and better than Ether's 4.57% slide. Holding up in line with Bitcoin during a risk-off session, while sitting on major support, suggests the ETF bid is absorbing some of the selling.

Escrow Supply: The Monthly 1 Billion XRP Release and the Float

XRP has a supply mechanism that Bitcoin and Ether do not, and it shapes every rally.

Ripple holds a large share of XRP's total supply in on-ledger escrow that releases on a monthly schedule. On September 1, Ripple unlocked 1 billion XRP through three escrow transactions, worth $1.38 billion at the time. Of the 100 billion XRP maximum supply, 62.88 billion are in circulation. The remainder sits in escrow or Ripple-controlled wallets.

The monthly release pattern is predictable, which limits its shock value, but it adds a steady overhang. Historically, Ripple relocks a large portion of each month's unlocked XRP into new escrow contracts and sells or uses only part of it. Even so, the potential supply is large relative to demand from ETFs. At $1.39, 1 billion XRP is worth $1.39 billion, nearly equal to the entire $1.45 billion held by U.S. spot XRP ETFs.

The math frames the ETF bid. Weekly ETF inflows of $18.98 million absorb 13.7 million XRP per week at current prices, or roughly 59 million XRP per month. That is 5.9% of a single monthly escrow release. ETF demand alone cannot offset a full release. It depends on Ripple relocking most of the unlocked tokens, which has been the pattern.

The September 1 unlock coincided with a break below $1.35 support, which shows how the market reacts to supply headlines even when they are scheduled. The next monthly release falls on October 1, after the Batch V1.1 countdown would conclude if it starts this week.

XRP Ledger design adds a small offset. Network transaction fees are burned rather than paid to validators, permanently removing a tiny amount of XRP from supply with each transaction. At current activity levels, the burn is far too small to offset escrow releases, but it rises with network usage. Features like Batch V1.1, which enable more complex multi-transaction operations, could increase fee burn over time if adoption follows.

The float picture is gradually tightening. ETF custody holds 1.70% of market capitalization. Exchange balances have declined as large holders moved tokens off major exchanges during the summer, a pattern often associated with accumulation.

For the forecast, escrow supply is the reason XRP rallies have repeatedly stalled at lower highs in 2026. The $1.5428 high in March, $1.4851 in May and $1.70 intraday in August all failed. Until ETF demand grows well beyond $19 million a week or Ripple signals reduced sales, rallies above $1.60 are likely to meet supply.

Technical Structure: $1.35 to $1.38 Floor, $1.42 and $1.52 Ceilings

At $1.39, XRP sits one cent above the top of that zone and four cents above the bottom. A sustained close above $1.38 has been the market's trigger for a move toward $1.60. A daily close below $1.35 would break the breakout structure from August.

Below $1.35, the support map widens. The $1.26 level is the next major support, 9.4% below current price. Losing $1.22, 12.2% lower, would open a move toward $1.08, the June 6 area near $1.0935. Beneath that, the $1.00 psychological level and the $0.9877 cycle low from mid-August mark the base of the entire recovery, 28.1% and 28.9% below today's price.

On the upside, resistance starts at $1.42, the high of this week's range, 2.2% above current price. The $1.45 level is next, and a close above it would open $1.48. The $1.51 to $1.52 zone, including the August 23 closing high of $1.5196, is the first major ceiling, 9.4% above $1.39. The March 16 high of $1.5428 sits just above it.

The $1.60 level marks the old support that broke in February and the most widely watched breakout target, 15.1% above current price. The $1.70 August 22 intraday high, 22.3% above, is the top of the late-summer range. Above that, the 2025 closing range floor near $1.80 and the December 18, 2025 close of $1.8074 mark the last shelf defended before the February collapse.

The medium-term trend has not fully turned bullish. A lingering death cross on the daily chart, where the 50-day moving average sits below the 200-day, remains in place. XRP has spent September in a tight $1.35 to $1.45 range.

The pattern since August 22 is a descending triangle: lower highs from $1.70 to $1.52 to $1.42, with a flat floor at $1.35. Descending triangles often resolve lower, but a break of the upper trendline on a catalyst like the CLARITY vote or a dovish Fed would invalidate that bias quickly. The resolution is likely within the next week.

Institutional Utility: Payments, Tokenization and the Case Beyond Speculation

XRP's longer-term forecast rests on whether institutional use of the XRP Ledger translates into sustained demand for the token.

The investment case presented by fund issuers rests on four pillars: regulatory clarity, institutional access, measurable utility and fixed supply. The regulatory pillar strengthened when Ripple's case with the SEC ended in August 2025. Institutional access arrived with the November 2025 ETF launches. Fixed supply is built into XRP's 100 billion token maximum. Utility is the pillar still being proven.

The ledger's core function is fast, low-cost payment settlement. It has been live since 2012 and processes transactions in seconds for fractions of a cent. Automated market makers on the ledger add liquidity options for users building on the chain. The Batch V1.1 amendment would extend that capability to multi-step atomic operations, the kind institutions need for token swaps, delivery-versus-payment settlement and fee-inclusive payment flows.

Tokenization is the growth driver across the industry. Wall Street firms are building tokenized equities, funds and treasuries on public blockchains, and XRP Ledger competes with Ethereum, Solana and others for that business. Ripple's RLUSD stablecoin, issued on both XRP Ledger and Ethereum, gives the ledger a native dollar settlement asset for those flows. Network activity on XRP Ledger surged during the summer, alongside developments from Ripple's institutional prime brokerage arm.

The commercial pipeline matters for Batch. RippleX says projects using the feature are under contract or in development, meaning activation would have users ready to adopt it. That differs from upgrades that launch ahead of demand.

The competitive picture is demanding. Ethereum has attracted $984 million of ETF inflows in 2026 and dominates tokenization and decentralized finance. Solana has built a strong position in payments and trading. XRP's ETF complex, at $1.45 billion of assets, is smaller than Ethereum's, where BlackRock's ETHA alone holds $13.094 billion of cumulative inflows.

The utility case also faces a gap between network use and token price. Payments on XRP Ledger can settle in stablecoins like RLUSD without requiring users to hold XRP beyond small fee reserves. That weakens the direct link between adoption and token demand.

For the forecast, institutional utility supports XRP's long-term floor but does not set its near-term direction. The $1.00 level held in August because long-term holders and ETF buyers defended it. A move back above $1.80 would require evidence that tokenization and Batch-enabled settlement drive measurable demand for XRP itself.

Scenario Map: What the Vote and the Fed Mean for XRP-USD

The next 48 hours produce three realistic paths for XRP from $1.39.

The trading range through the end of the week would sit between $1.30 and $1.45. The key test is a daily close: holding $1.35 keeps the August breakout structure alive. A 28th validator vote on Batch V1.1 during this window would add support near the floor.

The second scenario is the bullish surprise: a successful cloture vote, or a narrow miss with enough Democratic support to force a second attempt before the October recess, followed by a Fed dot plot showing only one hike. XRP, as one of the assets most exposed to regulatory clarity, would likely outperform Bitcoin. It would reclaim $1.42 and $1.45 within a day and challenge the $1.51 to $1.52 ceiling. A daily close above $1.52 would open $1.60, a 15.1% gain, and then the $1.70 August high, a 22.3% gain. ETF inflows would likely accelerate back toward the record $110 million weekly pace.

The third scenario is the bearish break: a decisive cloture failure paired with a hawkish Fed dot plot showing three hikes, with Bitcoin breaking $75,000. XRP would slice through $1.35 and the 200-day moving average, invalidate the August breakout and target $1.26 and then $1.22, a decline of 9.4% to 12.2%. A loss of $1.22 would open $1.08, where the June lows sit, a 22.3% decline. ETF flows would likely stall.

The probabilities favor the base case. The asymmetry sits with XRP's flow advantage: nine consecutive weeks of ETF inflows and a cost-basis cluster of 3.2 billion tokens at $1.35 to $1.38 give the floor stronger support than a typical altcoin.

Three variables outside the vote and the Fed can override all three scenarios. A U.S. Treasury buyback expansion, as on August 19, would ignite a rates-driven rally. A Middle East de-escalation sending WTI below $100 would ease the hike path. And a Bitcoin break below its $75,000 support would drag XRP lower regardless of ETF flows, because crypto liquidity still moves as one pool during stress.
